Nineteen of the Russian's 21 titles have been earned on hardcourt
A resurgent Medvedev secured his initial trophy for nearly 30 months with victory over Corentin Moutet in the competition final.
The Russian, a ex- number one, has had a difficult period, achieving just one match at the big events and experiencing a meltdown at the US Open.
His varied form on the professional circuit - and difficulties with his service game in specific - caused him exiting of the world's top 10 and finally splitting with long-term trainer his previous coach.
Currently collaborating with his coach and his other coach, Medvedev has gradually improved in the last few weeks - culminating in a closely contested three-set triumph over opponent Moutet.
It is the player's initial title following the Rome competition and first on a hardcourt from that period of the previous year.
Success also means Medvedev has won twenty-one titles at twenty-one various events.
"This marks the first occasion I'm at a event with my both daughters at once, so to secure a trophy is really nice," said ranked player Medvedev.
"This victory is in honour of my child Victoria, because the maiden victory I won when my child my daughter was born was for her."
The athlete, the former major winner, had failed in his previous six title deciders, including in the German tournament previously this season.
His counter-punching strategy and regular outbursts on court had prompted observers to doubt if his skill to compete at the top level was concluded.
However the player has made changes in the last few weeks, striving to come to the net and perform assertively, reinforced by an improved serving game.
He recovered from a break down in the first set against the difficult Frenchman, taking 4 of the last five points to gain the advantage.
Both players exchanged break points in the middle set before the challenger, striving for his first professional title, took control to push for a decider.
He saved 4 initial opportunities in a close final set before the champion won the break to fifteen to secure the win.
Suitably, Medvedev earned victory with a rally at the net, with Moutet incapable to handle a volley after two hours and 38 minutes.
